1. Subject Synopsis

All American buyers/importers including apparel retailers have started asking their supplier factories to comply with a new set of security standards called C-TPAT guidelines. This is in addition to already existing social accountability code of conduct standards. Buyers have started conducting C-TPAT audits of their supplier factories and factories need to pass the audit in order to continue the business.
C-TPAT is an abbreviation of “the Customs-Trade Partnership Against Terrorism”. It is an initiative of the U.S. Customs and Border Protection (CBP) following the events of September 11th to upgrade the security of commercial shipments against terrorist infiltration. It is the largest and most successful government-private sector partnership of its kind introduced in November 2001. C-TPAT has grown to over 10,000 enrolled companies, which include United States importers, customs brokers, terminal operators, carriers, and some foreign manufacturers-all major players in the global supply chain. US Customs envisions entire supply chain, from manufacturer to carrier to warehouse provider to broker to importer to be a C-TPAT member over a period of time. A parallel program called Container Security Initiative (CSI) was launched in 2002 to identify and pre-screen high-risk cargo containers. Therefore, we can expect increasingly stringent security compliance program for factories.
Under the program, shipments of importers who are C-TPAT members will be subject to fewer security examinations and inspections by US Customs. It offers for businesses an opportunity to participate in war against terrorism. It will ensure more secure supply chain and overall enhanced security for employees, suppliers and customers. Participating members will have access to C-TPAT members’ list. Importers may get the benefit of account based processes such as monthly payments.

C-TPAT training program is aimed at helping the factories to upgrade their skills and systems to successfully meet/exceed this new business requirement from buyers.
